@@syrialak101 To some degree: yes, for the most part: no. The Holy Roman Empire was never truly one sovereign nation. Rather, it was an alliance of tons of different kingdoms, dukedoms, bishoprics, Ritterguts (imagine a smaller dukedom ruled by a knight. They were sometimes eligible to a seat in a local parliament) and others. The Emperor's crown authority was actually rather low and it wasn't a rare occurance for a state to defy him. At least until the House of Habsburg started to wear the crown, since they had all the might of Austria behind them. The reason the Empire was so split in the first place is because this is what allowed Karl the Great (Charlemagne) to conquer as much of Europe as he did. Instead of forcing the people he defeated to completely obey him by placing some kind of Governor in their lands to rule them for him, he allowed them to keep governing themselves. They just had to swear allegiance. Considering most of central and western Europe was covered in thick woods at the time, this was the only way to ensure control and stability over so much land, since travelling from one place to another took a very long time. This is also one of the main reason why most of the early Emperors didn't have a permanent seat from which they ruled. Instead, they spent most of their lives travelling the Empire. The HRE was simply too big to be ruled in any other way. I think this should suffice as an explanation, though there are other reasons as well - like cultural diversity, especially in the early days of the Empire.

@@firekeeper1870 It was also because the emperor wasn't allowed anymore to make people clergy, thus the people governing his lands having legitimate children. These children had then right of succession, so the lands did not return to the emperor after a hovernor dies.
