Those floats having gas in them, means there is a pin hole. With gas getting into the float it self- float or floats will not fully close. ( know where that gas is going to end up). That was a clever idea with the toothpaste🤗👍. The metering diaphragm is probably dryed and cracking from age of motorcycle and seating for 26 years.
