The US Army suffered great recruitment deficiencies in the 1870s to 90s. The SE had been the per capita bulk of the US Army prior to 1861. In the Spanish American War, launched from Florida, Georgia, Alabama the southern militias turned up in large numbers and cheered Yankee commanders like Roosevelt. It was decided to put the conflict behind the Army and by the time of FDR that the Bureau of Vet Affairs would treat all Americans as Americans, despite the politics of the past. So as bases grew up in the lead up to WW2, a good number of bases and vessels were commissioned with famous names of the CSA, many of which has been officers for the US, and some like generals Joe Wheeler and Longstreet has resumed their commissions in the US Army. This instilled regional pride, support and solidified a stated merit. Lincoln's/Grant's/Canby's 1865 paroles assigned no blame to soldiers operating under their State's direction, in normal service of duty. However today, the black recruitment in the US forces is high in comparison to their demographics of being 13% of the general population...a similarity to the situation of SE whites. Black communities and regional Northerners often object to names of such generals today. In a democratic Republic popular opinions change over time, and often one group is played off another. General Moore is a more contemporary, post WW2 commander and is regional to the area just as Gen Benning was. In 1861 General Moore might have served the CSA if born a century prior...however he served with distinction in 1940s to 1960s wars. Come another 80 years his name might offend Vietnamese Americans.

Likewise, I've always found it odd that we would name American military helicopters "Black Hawk" or "Apache." They were enemies as well.

Why did it ever make since to name this base or fort after someone you took Arms against America and her Constitution? You really can't make an argument that Benning was a better choice than Moore if you know the history of these two men. Moore is a true American Hero to all Americans not just some.
