The shadow-shadow fruit does not work like Kabuto's resurrection jutsu. Moria cannot control the shadow of a person who is stronger than him. Besides, if Moria does collect a shadow then that shadow must be of a living person. Rocks, Whitebeard, Ace and Roger are dead. All four of them are stronger than Moria. Moria can bring back Whitebeard but the shadow controlling his body will be someone else's. Whitebeard is not going to be Whitebeard. He won't have his devil fruit ability, this will make him weaker.

@@PablitaOrtega77 Exactly, what I understanded, all shadows will bend eventually to Morias will. The stronger persons shadow in a strong body, the stronger zombie. Oars was a loose canon for a short while but he started to follow orders. And if I remember right, his plan was to steal even stronger shadows with Oarses body. Luffys shadow was never to be permanent in Oars.

The stronger the body the more durable the zombie, if he were to get Whitebeard's body that'd be the first step to having an almost indestructible zombie. Imagine Whitebeard's body with current level Luffy shadow? It doesn't matter if the owner of the shadow is stronger than him; Luffy was stronger and how did that safeguard his shadow? It didn't. Best case scenario is that the strong person may be able to retrieve their shadow once they find Moriah

Blackbeard is, through Moria's power, going to revive every dead characters and will revive Rocks and will be the main antagonist for the last act. Of course Rocks is so strong that Oda won't know how the main characters will beat him. He will get the sage of six path and become the ten-tails jinchuuriki but suddenly Black Zetsu will kill him and reveal that he was working for Kaguya all along. Kaguya will be the final villain

What if the Yami-Yami no Mi was Rocks' devil fruit? And the will of Rocks is that he had a successor to complete what he couldn't in life, so Blackbeard desperately tried to find it as his inheritor.
