That rot does not look like it's because of the vent. If you notice it's too far off the path of the hot humid exhaust. That water/rot is more likely coming from the floor/wall junction above. There's not much evidence of moisture damage in the joists spaces above the trajectory of the flue or at least not evident from the video. Yes it's colder at the rim joists because of thermal bridging but you should see more rot over the entire width of the rim joists. Notice how the water seems to travel along the plywood/joists junctions getting worse and wider as it gets closer to the outside wall. Also note the algae around that foundation wall penetration. Looks like some kind of major ongoing water ingress from the outside or a plumbing leak in that wall though I don't see any supplies/drains coming up from the basement.

My thought too I’ve had a water heater disconnected from vent running a long time and not really ever seen mine drip water or cause that much damage or rot. It’s fixed now but yeah I think you’re right

Or might be because it is basement and there’s water pooling on foundation or getting in?
I have seen similar on exterior walls (as we seem to have here), due to failed / poorly installed stucco over wood sheathing. So I agree that the damage to the subfloor is not strictly due to the water heater being improperly vented.
First you didn’t notice that the incoming natural gas supply doesn’t have a drip-T prior to entering the water heater. Here in California we require a double wall vent pipe (Metal Bestos) extending above the roof line at least 2 feet. Some areas do have through the wall venting if the building codes in that area accepts this type of venting. Also if in a garage area one should have a water heater with a standing pilot 18” above garage level unless they have a newer type enclosed burner assembly.
Wow, wasn't expecating to see it venting into their house!! Did you find out if there was a vent to the outside that got cut off? Looks like there might have been an exhaust on that outside concrete wall? Curious what the conclusion was even though 2 years ago
Depends on water heater size, how often its used, temp settings and length of vent.. if its a real long and squirrelly route of a vent, well used, 40ga set to 140°f the exhaust vent temp right at the water heater side of the stack will get close to 140° . Same deal not used as much probably will get to 120..

Is venting out the roof the only option for atmospheric venting gas water heaters? Was wondering ifi could go straight out the wall with mine ? Or can i convert it to except a blower and make it power vent style? Thank you
If you'd like to out through the wall, I'd recommend a power vented; whether a tank style or tankless- installed professionally... not a fan of fan assisted "natural draft" setups.

My heater installed 6 mo ago. AND NO VENTATION !!! (Multiple problems,.biut NOTHING connected, venting into house. Got 2nd plumber in for another reason who,.thankfully discovered. it. Just a large gaping vent to my house. (Wondering why Ive had no energy, brain fog,.headache,.and have been losing weight w/o.trying.) Installed by ykung, unlicensed guy, but tbey never got permit, or bad a licensed plumber come by to check the work. (I did t know it was requkred.) Other plumber bad to stay bere to be sure first.company. came back to fix it rigjht. Company owner gave cocky answer that he is not interested in suggestion that TNEY compenaate my other plumber that I had to pay. If not for second plumber I would never have known to tell them to f/u w inspection and permit.

No gas pipe sediment trap tail at the bottom of the gas pipe run. ...also that's not double wall B-vent and can't be within 1" of the studs as it penetrates that wall to the garage.
