i dont know if its an easter egg or a bug, but when i got the "too fast, too soon" grizzley barrage the first time i played, i managed to beat him one shotting him and using the scissors to destroy a bear and then the game continues normally but leshy has red eyes during the whole thing, no more grizzleys

The glowing eye was the lens of the camera used by the photographer uberbot fought in act 3, the uberbot representing Leshy. You can also find it in the factory itself, it's used to solve the mage totem puzzle in the next room. It's there because some items have a tendency to leak through acts and show up where they aren't supposed to, like Leshy's clock in P03's factory. The tarot card is the empress, representing Kaycee Hobbes, and more information can be found on it when you find enough holopelts in act 3, then give them to the Trader. I'm almost certain you can't give the card itself to the Trader even if you happen upon this event by chance, you still need holopelts. As for why that card specifically is in act 1, I'm not sure. It probably has something to do with Kaycee being the one who got Leshy in power in the first place, but there's not much of a way to tell exactly why.

Someone might have said this already but I’ll repeat it, the card is a tarot card that you can get in act 3 by getting a pelt and giving it to the trader and the glowing thing you saw was probably was camera bot from act 3

One thing I find interesting about the placement of this card is that it’s in exactly the same spot where in kaycee’s mod kaycee says that the drawer under the safe contained the stoat card

That my friend, looks to be a tarot card, because of the single digit number and the picture on it. The specific card it represents is "The Empress" Although I know a bit where tarot cards are in use, in thy game. I know naught of if it works at said point.

These cards are from the lore trader in act 3. You can go through the door to the left of PO3's room if you unlock it on the board. There you will find a trader that trades tarot cards for pelts. There are 5 tarot cards in total and they all have different descriptions that tie in to the lore of the game.

those are both stuff from act 3 the "glowing eye" is something from a boss and the card is something from the trader

oh the game has allot of easter eggs, have you found the id card? in act 2? i still don't understand why the skulls eyes light up on the wall of the cabin if you click it enough, or if there is a reason for the hammer and mace?wand? that are on the wall.... thou i could pick teeth from the skull on the table for days..LOL and as a special note... do pay attention to the painting on the wall in act 1, it has allot more value than most think it does. so many secrets, absolutely love the game.... just not sure why it doesn't have saves like the games in the 1980's... i mean you can continue... and if you beat act 1 you can do a new game for a time.... its my only real beef, its like if you have one bad turn, back to the beginning... over and over again. feels a little like "getting over it" in that regard :D
