I don't think steaming it is a good idea. It's best to dry them in the July sun for a day or two to make sure there's no water content in the pickles. When you steam it, it adds water to the garlic & makes it go bad faster. Maybe a few weeks of shelflife vs. Years !

What is the leaves for ?we Persian have pickling many different vegetables in the vinegar but we chop all the vegetables and let it dry on the dinning table for 3 days so it won’t be damp and boil our vinegar for long enough to make sure there is no water left in it , this Torshi ( vegetables pickling ) last for years in the fridge, we do just garlic too and the longer it takes the sweeter it gets and become soft and brown 😂
