That's because we expect that kind of behavior from sand people (no I don't mean from Star Wars). First world nations are supposed to be better, not stoop to their level. They know that such images run counter to your western morals and in your thin skinned and narrow view of the world you will demand that such acts not take place no matter how much it harms your own cause or costs in your own people's lives or those of our allies.
