On the TGC mod theres a feature that allows you to manually migrate pops. And you could use this feature to BOOST Industrialization, since the amount of pops in a province determines the RGO output For example, if you played as Spain you could deport all filipinos to the iron mines of Andalusia, and the cubans the coal mines of Northwestern Spain, this way you could become the top producer of those RGO's, while becoming a industrial powerhouse due to the massive population in those provinces. then you could get more and more colonies and also deport all the pops to the mainland. And then you could re-settle those colonies with spanish pops
You could also do it for Japan, and deport all koreans to your gold province, which will make you gain an exorbitant amount of money, and then you could re-settlem their peninsula with japanese pops
I did a The Knights aka Malta playtrough recently in Greater Flavor Mod and i reconquered Jerusalem and reformed The Latin Empire, also i conquered every single island in the Mediterranean and puppeted Iberia and i become one of the strongest Great Powers. It's a very interesting playtrough you should give a try

Well the Duchy of Courland existed IRL up until the third partition of Poland, so my best guess is that since it became independent in this timeline the name of the Duchy/Nation just started to be used to refer to the people as well
