*On Sunday, January 29th, 2023, I, Trooper Clint C. Henderson, was advised by the Mississippi County Sherriff’s Office of a
stolen white GMC Sierra, displaying a Wisconsin license plate, southbound on Interstate 55, at the Missouri/Arkansas state
line. It was also advised that the driver of the vehicle was a suspect in a double homicide, in Green Bay, Wisconsin and had a
nationwide extradition warrant for his arrest.
Mississippi County Sgt. Glen Teeter advised that he had located the vehicle, at the 63-mile marker, entering the construction
zone, south of Blytheville. Deputies trailed the vehicle through the construction until there was a safe spot to stop the truck. I
joined Sgt. Teeter, Sgt. Matt Richardson, Deputy Casey Vandyke, and Lt. Matthew Huckaby, all of the Mississippi County
Sherriff’s Office on Interstate 55, at approximately the 56-mile marker, where a felony traffic stop was initiated. The operator
was ordered to place both hands out of the driver’s side window and open the door from the outside. The driver complied with
the verbal commands, exited the vehicle, and was placed into custody without incident. At this time, Sgt. Brandon Bennett, with
the Arkansas State Police, arrived on scene to assist with the traffic stop. After the driver was taken into custody, Sgt.
Richardson moved the driver to a rear patrol unit and began searching the operator. Sgt. Bennett, Sgt. Teeter and I approached
the vehicle to clear it of any further threats. The vehicle was cleared and secured on scene.
Edward’s Automotive was called to tow the truck to the Mississippi County Sherriff’s Office, to be stored for Green Bay Police
Department. The truck was locked and secured inside of Mississippi County's sally port. The driver was identified to be Richard
Sotka, from Rosendale, WI.
I had Arkansas State Police Troop C dispatch run Sotka through the National Crime Information Center to confirm the warrant
and stolen vehicle. The return confirmed that Sotka had a valid double homicide warrant and that Green Bay would extradite on
the warrant. Sotka was placed into Deputy Vandyke’s patrol unit and was transported to the Mississippi Detention Center.
After arriving at the detention center, I was requested by Detectives with Green Bay PD to remove all clothing, items, and
property from Sotka. All evidence was gathered and logged into evidence at the Mississippi County Sheriff’s Department.
On January 30, 2023, all gathered evidence was signed for and transferred to Detective Brad Biller, of the Green Bay Police
Department.*
