If the Horten 229 were the standard of "stealth" then the Avro Vulcan would also be "stealth." And most of stealth is not actually the materials and paints, but the design. Though it is far from as simple as "no tail = stealth." The entire outside of the aircraft must be designed to reflect as little radar emissions as possible back to the source. It also has to have as few "imperfections" as possible. The engines must be buried in the aircraft with none of the fan blades within line of sight of any radar beam from the outside. Having slightly reduced radar returns doesn't make a stealth aircraft. If it were, then planes like the Rafale and Gripen would be.
