Sometimes incorrectly credited as 'The Fourth Estate' (likely caused by a misspelling on Wikipedia that was taken as fact), this was an obscure, limited EP (500 releases?) released on CD only by Sounds Asleep Records, whose website (www.soundsasleep.co.uk) has since been taken down and has no accessible archives on archive.org.
I found a download on an a questionable Russian website a while ago, I don't want to post a link to the whole site here as I believe it also includes free downloads of his more accessible stuff (which you should of course pay for). I will however post a link directly to the download.
'The Fourth State II' is credited as being a base track for Coldplay's 'Midnight', however I have not found any trace of it online other than articles talking about Midnight. 'Amphora', another base track for 'Midnight', can be found on the 'A Strangely Isolated Place - 1:00:00' mix, the page for which is still accessible. This mix is also only available off a (different) questionable Russian website.
