In section 3, Popper explains that his problem was always the problem of demarcation and never the problem of meaning; which means that his analysis of science should not be confused with the anti-metaphysical project of the logical positivists. Popper also gives a curious (and indefensible) interpretation of Wittgenstein's Tractatus.

My impression has always been, that Popper was envious for all the publicity Wittgenstein was getting at the time, and was hoping for discussion/debate. We all know how well that went (Wittgenstein's poker)... There simply is no common ground between Popper and Wittgenstein. But as you pointed out, Wittgenstein demonstrated very clearly, that language is a very unreliable and problematic tool for empirical sciences. That's why we have mathematics and formal logic.
