My take on the timeline of events is that the adversaries of Russia were mostly interested in scaring the Russian people to go out and vote. So instigating a terrorist event, especially against a nationalist music group , would trigger a big security effort on the governments behalf. this is the real opposition to Putin, they think he is not tough enough. But fortunately Putin is a very intelligent and considerate man, that has seen and lived real hardship, so he is staying in the middle, watching left and right... After the elections the Russian government may have relaxed some,everyone needs a time to breathe... that may have been the time when the dark forces, that just cannot give up their vicious thoughts, may have taken advantage and staged the attack on the peaceful family attendees of the "Picnic rock group ". just to prove that they can do it ...
