If they can't learn on their own, they certainly can be sentenced to periods of time under instruction until they do. As for tourists from foreign lands, they can be instructed by tour guides who will find themselves barred if their tourists do not comply.

One is up but the other one is broken.

Because there are flies around. Because they're standing in a mostly enclosed space except for the front, there's not a lot of ventilation round their hind end, which means if they poo or pee, the flies will come. I do think that they shouldn't have horses standing guard anymore though. I get that it's a tourist attraction, but horses aren't built to stand still for an hour, especially on hard ground - I know they have horse shoes so that somewhat helps, but still. And in parades or something like when the Queen died and they had the horses, they shouldn't have the horses walking on concrete for so long.
