She was just on a serial killing spree - anything in her way. Hated the dog, the goat smelled and all 3 of the horses just happened to be old and sick together.

Due to her own short comings Noem's dog embarrassed her in front of her friends and neighbors and she couldn't handle the embarrassment so she killed the dog out of spite and revenge. Noem's decision to kill the dog was childish and irresponsible. She is now assigned to the gravel pit of history - good riddance.

Probably not because of some particular laws where she lives, where it is valid to put down "dangerous" animals or pets. But I feel this outcome is just as punishing for her. She probably does not care because she is crazy, but it is good not to have her in any office or position of authority. It makes you wonder how she treats her family.
