I have the 4 - 17mm bolts and tie rods removed and this steering cylinder will not move. Any ideas? Thanks

Disconnect the hydraulic lines then try to pry up on it. It has some pins that it sits on and it just might be stuck.

Were your symptoms the steering wheel would turn, but the wheels didn't move?
