Based on the title of this video, I thought it would explain how to cut off a part to a desired length. But that is not what you are doing. You showed how to turn down a section to a particular diameter, for a 3 inch distance along the part. If you were actually wanting to part off the 3 inch section, then you need to move the carriage 3 inches plus the thickness of the parting tool.
after you pinch the paper with the cutter to find 0 wouldn't you turn in the paper thickness say the paper was .003 after you pinch the paper set 0 then come in .003 the paper thickness and reset 0 just a thought good video
you can loosen the tool holder with the bolt on top, this will allow it to swivel on top and separate from the compound, though you need to make sure your tool holder is square with the work your doing,
