He became king in a time France was already at the brink of an economical crisis, and from what I heard, he was not competent enough to properly deal with it. He also placed his trust in a man who was fired by Louis XV for good reasons, but he did so due to lack of experience and lack of preparation, as Louis XV died at the most inappropriate moment imaginable. If that didn't happen, maybe Louis XVI might have been a better king, as Louis XV did book some success in restoring France's economy. And when it comes to dictators of the time... Practically all leaders were back then. Democracy, even it being an invention from ancient Greece, about 2 millennia ago, has only quite recently become a world standard of ruling. From what I heard Louis XVI did had the right intentions, but lacked the experience and competence to set the chaos in which he became king right, not to mention as Danny M said, had the clergy and nobility turned against him for his ideas for his goodwill (and reasons like that can still put a stop to very good, and even absolutely needed political actions, on this very day, for which quite often the wrong people get the blame too). It's easy to judge by a) modern standards of a state leader which were not really the standards back in the day, and b) by only having a fraction of information. Yes Louis XVI has been a poor king, but nobody who was as poorly prepared as he was, could have done any better in a situation like that, not even in modern times. Who knows what would have happened if Louis XV died years later giving XVI more time to prepare for the job? It's sometimes appears easy to cast judgment onto somebody, but when taking time to dive deeper into all facts, things suddenly appear to become very very complex.

One's sexual orientation is not a choice, but it is possible for one who is straight to choose to have bi-sexual or gay partners due to emotional trauma or if a intelligent woman to chose not to run the risk of a husband or dying in childbirth, finding a husband to accept your intellect back then was very hard , we need love and turning to a female lover is not unusual. Royal marriages were mostly for politics, and finding a compatible and kind spouse was rare, and the sex rough and unfulfilling. A king or queen however would be more likely to get away with same sex romances and intercourse, but they wouldn't be the only alternative. As I said, it was common for kings to have many woman lovers alongside their wives, and similarly queens had male lovers (sometimes employed by the king to serve as the queen's lover). In some royal courts, the lover of the king or queen was an official position with fairly high social status. So, it's more likely that if someone in the royal family or court had an affair with a same sex lover, it's less likely because same sex was a better alternative to abusive opposite sex intercourse and unemotional marriages, but rather because of genuine love and/or attraction, just like those who had affairs with opposite sex lovers. Also, totally possible that there were just a lot of bisexual or sexually fluid royals, they just didn't have the terms for those things.
