A PM can totally be Chancellor. It just doesn't happen because it is a very difficult job and would be hard to do while doing the other very difficult job of PM. But the PM can give themselves any title they want.

The issue for her speaking strictly within the conservative tax cut theory is there is a recognition that such a cut would take time to have its impacts. More investments would need to me bade, these would take time to mature, at best its a multi-year process to see the benefits. You can't do everything overnight and not expect a shock to the market, its just silly, she had years to do it but went way way too fast.
