I want to believe that for the wrongs that Mannheim does, he at least does good charity in the form of his hospitals. I hope at least her treatment is genuine.
If it wasn't for the writers, Kryptonian technology would have found a cure. The writers just don't want Fan Backlash. Plus throughout the episodes you have ordinary people getting supes powers you have devices that can merge 2 earth's. All of a sudden Clark can't find a cure for Cancer. Wow!
You say those things as if they were related. We can send manned expedition into space, we can heat things through micro waves of energy, we create and sustain a whole virtual web of information across the entire planet. That doesn't make us capable to growing our own trees at a faster rate than normal.

Manheim does have a good heart for making a cancer hospital but still what he does on the side it still bad doesn't erase all the bad deeds just because he's trying to help his community
Such is the roots of many of the oldest 'organized crime' syndicate. A lot of them start out not as organized crime but as alternative protectors of a community, or rebels against foreign occupiers etc etc. Or combine with existing criminal elements because they have the same goals. Over time, regardless of success or failure, they lose their original purpose, but retain the skills and attitude for organized crimes during more peaceful times where there isn't some empire to rebel against or treats to deal with.
