As I've said before, you will have to get a judge to declare another judge's order unlawful. The chances of getting another judge to declare a ban on filming in the courthouse of another chief judge is is nearly nonexistent. In most states the laws governing court houses give the presiding or senior judge wide latitude in setting the rules for the court house. You have a better chance at getting the legislature to change the law to specifically allow recording in the lobbies and hallways where the general public is allowed. They say the definition of insanity is doing the same thing over and over and expecting a different result.

All those county courts that have "judge's orders" all refer to the CA Rules of court regarding photography. Funny thing about those rules, they only ban photography in the court room California Rules of Court: Title One Rules

It’s not a HIPAA violation to ask about your medical status. That only applies for a third party. A doctor can’t give your medical information to someone else. However. a person can ask for your medical information. It’s your choice to share or not share your medical information.

Badges do not grant extra rights, they impose extra responsibilities. Medical information, by law, is considered private and confidential between an individual and those medical professionals they utilize for their health care. It is the primary job of the police to ENFORCE THE LAW and obey the law just like everybody else. Policy is not law. Any executive order that violates the law is illegal.

Public Trustees operating outside of Good Faith, scope and jurisdiction, depriving Rights under color of law, in dishonor of Oath and surrendered Qualified Immunity. Public Trustees criminalizing the People for exercising Rights, in retaliation for exercising Rights and converting Rights into privilege. The Judge only has authority in the Court Room not the Court House and only if jurisdiction has been established. Public Trustees require to be relieved from the burden of their Oath.
