Somewhat true. You get a tiny speed boost when driving in Blaine County for some reason. Or a speed reduction when driving in Los Santos. Whichever way you wanna look at it.

I think there’s an important clarification to make. Some people are misinterpreting mph and Kmh (don’t make that mistake) But apparently I’m not sure exactly when, but around 2 months ago rockstar changed the measurement or something because I used to be able to hit 200mph but after since last month, I’ve been getting around 450 MPH… Does anyone know anything about that? Like a background patch or something?

I got 483 in the weaponized ignus earlier today, I got it driving through the city using the downward hills for extra speed which might have been what happened for you
You might be thinking of KM/H. 184 MPH is 297 KM/H. So, if you got to 237 MPH, which is close enough to some numbers others are talking about, that would be 318.5 KM/H.
