Shadows casting is better, and if you are gonna bake the lightmaps, perf would be fine. If using RT/Lumen, then a low grade point/rect light would be fine, especially if the room is not visible beyond the interior, as you can just lock it off inside a Lightmas volume. If you want RT but even cheaper, then fake it with a deep water tank underneath and make the light farther away from the surface of the water and use a spotlight/rect and limit the bounds a wee bit.

It's not a performance consideration - I just don't like how the shadows looked from the lights placed below the floor. It's also an opportunity to cover how to turn casting shadows off (this is a tutorial series, after all). Shadows will remain intact on most other lights.

Absolutely. I would imagine most people would want shadows, and might to also decide to add volumetric lighting for extra awesomeness, maybe with a nice low kelvin light, maybe in the 3000-4000K range, that always looks good. Something about that range of Kelvin that looks soooo good with volumetrics turned on. Moonlit forest is another good one for volumetric lighting. @@GameDevAcademy

Just don't look at the Lighting Optimisation View Mode. Point Lights are the least performant light type and overlapping light attenuation is a performance killer no matter the light type.
