There may be discussion around what order does the damage reduction and absorption stack. After lots of threads and searching, I did fin the piece in the Payday 2 Long Guide that talks about taking damage and the order in which it stacks. It states, when talking about taking damage:
"multiplicative bonuses are applied first", multiplicative meaning Frenzy and Underdog. If it turns out that maniac is in fact applied first then the frenzy discussion is still the same (values differ) however, it would change the underdog portion, and would not be a 3 shot armor break, but back to a 2.
