"The LImit Breaking power of the gods" is referring to Goku's Limit Breaker form. It gives Goku access to the ability 'Ultra Instinct' (Whis and Beerus can use Ultra Instinct without transforming). Anyway, nice reactions. One more week to go. =p

Abaut 17. The reson they tap him as out is because no one can sense his energy because he is a Android. Thats why the grand priest said we can asume he kill himself with the self destroy. Also the limit breaking power og the gods, is in fact the ultra instict because its a power over god state = angel power. Not saying a god cant get it. So basic yea he has mastered ultra instict. But his body cant take the toll it takes on him forever.
