I'm not going to lie, I didn't really like Power Shanks since I first started playing the game. Even in PW3, he always felt too slow to me, despite being the strongest character in that title. When Film Shanks released, I fell in love. He is so fast, has so much range and has so much power behind each attack. However, after playing as Film Shanks non-stop since his release... I decided to go back and try Power Shanks again and I'm actually having a ton of fun with him. Power Shanks is a much slower and deliberate character, but he's still a monster and feels really good to play.
Every single character wants these skills: Cheat Death, Hero's Strength, FFB Enhancement, Concentration. As for Film Shanks specifically: Tenacity is nice, Resilience is ok, Worked Up is ok, Rocketman helps in getting around fast, Power Overwhelming is BAD (since he has TWO insta-break attacks), Undying is ok, Deadly Cadence is ok.
This shanks is extremely fun and like you said, i feel like im playing shanks when i use him. i think he definitely goes in S tier. The only thing i dont like about him is that he gets tossed around because hes not a giant but most characters have that problem
I can’t wait to have the 3rd special log, I think it will be like the “true pirate warriors” mission were you fight everyone but it should be level cap difficulty.
His guard break is insane you can square triangle square x2 to get level 2 haki the fastest or full force then do this combo and then press triangle in my testing so far it breaks every guard like odens gun modoki skill what ever its called and I'm on day 100 of kobys episodes shanks is him
Coby might actually be around this speed Shanks level from my experience with both. However, Shanks is probably better then him. It's feels so good decimating someone like Kaido with Coby tho!

The thing about BB is shanks said he wasn't being careless when he got that scar to whitebeard that means BB can actually fight without his devil fruits I think we take shanks word for it and when bb saw shanks at the war he said we're not ready to fight you imo meaning bbs crew isn't ready to fight, I think 1v1 bb might be closer to shanks power then we think especially now with 2 devil fruits but BB is a back stabber and uses underhanded tactics to win no matter what and that's why BB doesn't seem to be a character like for example kaido were he wants to fight everyone head on, remember BB is the true pirate of the show base off what real pirates were like

I would recommend adding all the coin skills with a strong character like kaido are whitebeard and keep doing that eventually you'll get get a lot that's how I got 300mil it's takes alot
Tried Shanks on this level and this Shanks's problem is very quick gaurd break the admirals and Law and Sabo and Ace and all the logia characters (still don't understand why Law has the logia invincibility) as his gaurd break isn't all that good except the instant gaurd break on the sixth hit but everything else is really good about him, if you were to add the new characters to the tier list I say Shanks is a high A-tier he just staggers alot which is problematic.
