The Constitution states that the Senate may make such rules as required for it to operate. And the majority party gets to set those rules. And McConnell (and Trump) have a stranglehold over the Republicans in the Senate, who (with the one-time exception of Romney) continue to vote for party over country.

I have heard several historians and Constitutional experts say that the Framers had never envisaged people being so corrupt, venal and partisan as current GOP, or they would have laid down more precise rules.
