I think it’s something like that. From what I understood the universe they are in is like a small bubble in which everything is in order. Outside that bubble there should be chaos. I think xaing liu thought that the only way he would be able to go back to chaos is if he destroyed the universe they were in for a while until he’d be able to leave.
