i actually imagine him prototyping a maritime casino equipped with sails and cannons that can move on sea. The amount of chips the patrons get are based on loot they salvage from nearby cities and harbours.
They're not detailed proposals more like ideas for the theme. The joke is that he's going to retool his expedition proposal to a casino in about 5 minutes.
Frankly, what he planned here sounded a lot like Colombus' expedition. So in this specific scene, I'd say he was stuck all the way in the late 15th century...

The first time I smoked weed, this part was playing, and I laughed just about as long as Mr burns! And then I got the joke caught in my weed filled mind, I l literally laughed into the night just thinking about how non PC was when you could say Chinaman, Fag, Irishman, colored.... ESPECIALLY when old men from the last century use that language!! 😂
OMG, I forgot how great this episode is. One Halloween, when I just didn't have the time or energy to put together a costume because my job was just consuming all my time, I went as "Idaho"--a paper taped across my work shirt with "Idaho" written on it. Few people got it, but I thought it was a great costume.
I loved this episode as a kid, now as an adult that lives in Sussex, I feel like I can appreciate the waitress joke even more. They aren't even wrong. Like trolls they are

I think we can all relate to Mr. Burns non-stop laughing over memories of crippling a random person... that's what makes Simpsons so classic and relatable
I love seeing Burns laugh that long from a childhood memory.. I'm sure we all have that funny childhood memory that we still laugh about today.. I sure do! ☺️
I do too. There's this one memory I have from Elementary school where I was at the top of the Jungle Gym, watching as one of the attendants, a middle-aged plump lady, walked across the black top, wearing sunglasses and a bulky jacket. She was looking to her left, yelling at some students, completely unaware of the boys playing basketball on her right. The ball got away from the boys, and it bounced, boing-boing-boing, with perfect timing to hit the lady right in the stomach. Her little arms instinctively went up to clutch at her midsection as her head whipped around, yelling, "HEEEEEEEEEEY! OWWWWWWWWW!" I'm laughing even as I type this. XD That memory never fails to make me laugh.

Burns laughs for the longest time when he reminiscences about how he crippled an Irishman as a child. I laugh equally as long when I reminisce about this clip. XD
His laugh is actually really soft and cute. Its so weird that he can be such a huge contradiction. Like he does evil and dangerous stuff, but then in other episodes, he's just really frail and kookie.

Ahhh yes the continuity that is Mr. Burns....a child on a bumper car that were invented in 1920 yet graduated from Yale in 1914 as a young man but remembers events in 1884.

I used to watch "Die Siempsons" on a German TV station called "PRO7". Always thought Burns said "gebrochene Nieren" (busted kidneys") instead of the actual "gebrochenen Iren" ("brocken/crippled Irishman") :D
