Xal could very well still be an Old God -- I've been saying for awhile that the Original Old Gods betrayed their own destinies -- They were supposed to corrupt the planet to usher in the Void Lords, but enjoyed too much existing in reality and becoming God's Themselves - They betrayed their oath's to the Void. -- Xal was the only one who kept her Oath, and they killed and consumed her for it. Only a piece of her survived.

I agree i think the old gods were never meant to be old gods just servants to prepare the planet for the void lords their masters. They likely got fluctuated with Azeroth and broke free from their masters grip.
