Need to add the ‘embedded’ length use to tie down into the rough framing (floor joists below the top of the first tread and again at the upper landing). If first tread rests directly above concrete SOG, then that ‘embedded’ length stops at the concrete post anchor supporting the newel post.

My preference would be to cut the tile and glue to the subfloor. Is it going against a staircase/stringer as well? If so, you might me able to get away with lag bolts to the stringer and glue. But my preference would be un-tiled floor.
