Sir, what do you think about having a pricing scale that allows the client to choose the wage based off the experience level they want. Example: entry level charge $28 pay guards $15. Advanced level charge $30 pay guards $17. Veteran level charge $32 and pay guards $19.
I like where you're coming from, but I think you should pick the officer that is the best for the site. Your customers rely on you to be the expert on what they need to get the level of service that they want. Just my $0.02.
