For the fireball level, the timing does not matter. Subpixel refers to the fractional position in terms of pixels that mario is at. So for example his x-position may be 152.20129. I'm assuming it has to do with the canon, so maybe line yourself up with the canon then go left and crouch into position (there are certain tricks/setups that are used for pixel perfect levels, I know that is one of them). I know if you enter a door your subpixel position will be at the correct value for this trick. You could also just get lucky and get it.

Short explanation of the flame level: You need to hug the launcher to change your subpixels like in mario bros 3 speedruns. Then do the frame jump and win. Long explanation: Let's say your subpixel value is 6 at the start of every level. You need a subpixel between 14 and 16 to go in between the flames (14 and 16 included). The launcher has a subpixel of 14 and if you hug it, your subpixel becomes 14 as well. The wall to the right have a subpixel value between 0 and 13 so it wouldnt change your subpixel into something useful and the level would be impossible. The launcher was completely off-centered so it had the needed subpixel value Btw I'm suprised you didnt hug the launcher just because you could If all that doesnt work then just try toadette and the other characters cuz mm2 is so weird and poorly programmed it could definitely work for some stupid reason. Maybe toadette has a subpixel of 16 I dont trust nintendo when it comes to good programming lol

5:14 lool - if you just used the arrows like the jump indicators they are, you'd not be crashing xd 8:04 cannon is here for the "magic setup" (line up with cannon, move left & duck -- hard to explain, but its in the precision document) - which you have to do to line up the subpixel (as mentioned in level description)

The way this cannon was set-up feels like they really wanted to make sure you couldn't win if you missed that coin, and you just uno-reverse card that guy

I think the cannon is there in that level because it prevents you from "lining up" the jump. Which would allow you to carefully study the positioning of Mario on the ground tile before attempting, had that cannon been there.
