Disgusting Behavior - Plymouth City Council Parking Attendant Gives Disabled Driver A PCN even Though They Have Paid For Parking.
Robot like action of unable to change a decision once its made.
I saw the attendant around a car, I noticed the disablity badge and bought a ticket for them. I sticked it over there badge and covered the badge as best I could.
However I s then surprised that the robot continued to generate the PCN even though its clear the car has paid and displayed (by me). The Robot started to quote acts that don't exist trying to prevent me obtaining from evidence against their unjust manner.

The PCN has been issued illegally since he is not displaying his shoulder number which he must display at all times whilst issuing PCN's plus the vehicle has a valid parking ticket on the front.The vehicle is not parked in a disabled box so the disabled badge on display has no relevance.I am not sure why he has even mentioned the disabled badge in this instance.

YNWA if there is a disabled badge and the council offers free parking to badge holders in their car park, you don't have to park in a disabled bay. I still can't work out the whole story here, if the driver has a badge and the car park allows him to park free then why does the other guy pay for parking, but if the driver is meant to pay for parking then the other guy has helped him out, either way he should be covered for parking there! I would love him to have showed the sign of rules for the car park in this video and explained the situation more!

Edward Hewison as a blue badge holder myself, I know that if a council car park is offering free parking for disabled drivers then it is for any space within that car park, it does not matter if you are in a disabled bay or not. The reason it is free is because some disabled are able to work the ticket machines and this is why they are issued a badge. Many times I have entered a car park and all disabled badges are full, this means using a 'normal' space but I still get that parking for free!!

Lauren T Even able bodied people have trouble with some of those ticket machines, but still have to pay unfortunately. Fair do's though. The same rules may not apply to all councils, as I have seen signage in some car parks that state the contrary to what you are saying. Because to allow blue badge holders the right to use ANY space for free, would potentially reduce the revenue of the owner of the car park. So use caution and read the car park signs, rather than just assume all spaces are free for blue badge holders. There are usually time limits too, so be aware, thats all I'm saying.

@@lozzylols I think a non disabled person was using a badge to avoid paying for parking and the guy paid instead and stuck the ticket on the windscreen , thereby covering the disabled parking permit . If that's the case , then the traffic warden is right to issue a ticket for the improper use of a disabled badge .

Except the bay is clearly not for disabled only as the cars either side are too close and the car has a ticket so their is no offence. We leave our badge on display all the time. Now if it were over the time on the ticket and the badge is on display as the car park had a buy 1 hour get the 2nd hour free for disabled user then the parking warden would be correct

I parked in a non disabled spot as all the disabled bays were taken. The traffic warden told me if I put my badge up I can park there all day, it's only in a disabled bay that the three hour limit applies, very strange

If I understood correctly... the car's ticket was expired... and the guy who was filming went to buy a ticket (badge) for the car, whose ticket was expired... while he was away, the traffic warden noticed the expired ticket (badge), and started writing a fine for the car... the guy filming came back, and placed the new "badge" (ticket) over the expired one, then started filming, saying nothing was wrong, and that you can see the badge... If that is what happened (based on what they said in the video), then the guy filming is wrong. This was a legit fine.

That's as fucking retarded as parking at a meter, paying for time, and having it expire, and receiving a fine from parking enforcement - then placing more money in the meter - after getting the fine, and saying: "see, I have more time now" - so fucking what - you were already busted for being expired. That has nothing to do with whether or not you are a kind person, or whether or not you buy parking badges for other people, or put money in their meters - good on you for doing so - but that is irrelevant - I was only speaking as to what was legal.

I had a similar issue in Plymouth myself with three traffic wardens who called the police who agrees with me that in a public area they can be filmed and doing their job as they are answerable to the public?

OK so I had a wonderful time visiting Nairn near Inverness. Your country is breathtaking. Although the Brummie to Scotch language barrier was insurmountable at times. In Inverness it was surprisingly easy and free to park since all the ticket machines were mysteriously out of order. I mean EVERY SINGLE MACHINE. My question is this. Are the machines just very unreliable or is it a job done by the boys?

To be fair, it’s possible that despite your generous act, he had previously noted the presence of the car, using an old Traffic Warden trick of noting the position of the four tyre valves. If all 4 are in the same place xhrs later the car clearly hasn’t moved. I do hope the person got off. My local council were very understanding when my (now late) fiancée had her badge drop from the dashboard onto the steering column & she got a ticket; they rescinded without question.

I totally get it. You were being a decent citizen. What was the outcome? Was the disabled driver able to have the PCN cancelled? The reason why I ask is that the Parking Enforcement Officer (PEO) is not in uniform and it was illegal for him to issue any ticket of any kind. Notice that the PEO is not displaying any badges at all.

Here in Christchurch we have done away with paper tickets placed on the dash and have an electronic system in place, identifying a vehicles parking status from the registration plate. There would be several reasons why a vehicle may receive an infringement notice, even if a payment has been made. Firstly the wrong registration number may have been entered and when searching for the correct registration number the incorrect one does not come up. A payment may have expired. A vehicle has stayed beyond the time limit but still has a current payment, this is likely the case here. A payment may have been made but the vehicle may have been parked in an area that is a short stay, non payment space. A payment may have been made for a private car park and parked on the public road. I have issued to each of these within the past week. Back in the day when there were paper receipts to be put on the dash if a receipts was upside down and not legible we would issue, or if there were multiple receipts strewn over the dash it was not our responsibility to search for the latest one, we would issue and leave it for the driver to write in and provide the evidence, we would take a photo showing the mess on the dash as evidence.

I'd be tempted to print of leaflets about this issue and put it under windscreens, it might get more people to appeal!

As I understand it. He gave a ticket because the driver didn't display the time clock which set's the time of his arrival. In car parks you are allowed an extra hour of parking if you have a blue badge.

As far as I could see the driver was not in a disabled parking space and had paid the parking fee so the disability badge is irrelevant. The Badge is not required to be shown. The ticket man has not displayed his number on his shoulders and there is no such thing as the photographic act. Somebody requires a sacking.

The warden should understand that someone has purchased a ticket for that vehicle regardless of who purchased it. The PCN should not be valid. The wardens photos will show a displayed paid parking ticket.

The only time a situation can be classed as “miss use of a badge” is when a vehicle is illegally parked or parked in an area that’s restricted but since its parked properly and within an allocated bay and has paid for a valid ticket it’s technically legally parked so that “civil enforcement officer” has no grounds to fine the driver of that car!! So really just another jobs worth who’s after a Christmas bonus hopefully the authorities saw sense and cancelled the parking fine!

That traffic warden needs sacking, as the car had a valid parking ticket regardless of who brought it. I was parking in my local town the other day and could not make my card work with ticket machine so a lady who was there to buy her ticket also very kindly brought mine as she had cash. Was that illegal? Or just a nice act of kindness to help another person.

It is not always clear to the public what offence is being issued to. In New Zealand there is no expectation of privacy, anyone can film anything in a public space so I have no issue with a member of the public recording me performing my duties. However my first question would be to ask the member of the public if it is his vehicle, and if it is not to ask them to step away and permit me to carry out my duties, and if they do not, to remind them that interfering with the duties of a warranted officer is an offence. If the vehicle is not the responsibility of the person recording then why I am issuing the notice is non of their business. If the person recording is responsible for the vehicle I would have stopped issuing, offered the driver to remove the vehicle and gained compliance. Only if the driver was offensive or threatening would I then have proceeded with the notice after having activated my body worn camera.

This traffic warden clocked that the blue badge was wrongfully being used and not correctly displayed. The back of the card is facing upwards, not the front. (I know this because the front of all UK blue badges have a blue box in the right hand corner, and even though it is not 100% clear in the video, this one does not which means it must be the back of the card.) I truly love that a random person is trying to do an act of kindness but he bought the ticket after the traffic warden had already noticed. It clearly states on the badge that 'this side must be facing up,' mainly because it has the date of expiatory on it. As a disabled person myself, often struggling to find a disabled bay, I'm so glad there are wardens ticketing these people who are flipping their badges so they can use it past the date of their allowance. Obviously mistakes happen so if they had a valid badge, they could have easily disputed the fine with evidence and 99% of the time it will be overturned.

This has to be the best comment here. I am inclined to doubt that it was a random act of kindness however but the driver trying to undo his illegal use of the badge. The person who filmed and posted this on youtube and put the ticket on the windscreen has also stated on here that the driver was fined. How would he know? Random passer by good samaratin or chancer trying to buck the system.

It clearly states on your blue label that you must display the label in a clearly visible position, so do not cover the label with receipts etc. Is that right?

This is just meanness. The driver paid for his parking. The badge on the dashboard is obviously not being used that day - it is only for the use of the person it is issued to. How often do they complain about the illegal use of blue badges? You can't win! As for the traffic warden - he was enjoying his power trip! Hope the driver took the coyncil to court.

Photographic Act ??????? He is in a public place, and there is no notice of resticted use of camera, he can be photographed or filmed by any one. He is in publc domain.

plymouth have a roving camera car that got me when i pulled over because i was lost ( parking ) didnt go back there for years bet the traders are proud of there council for keeping the roads clear ( of shoppers )
