On November 16-17 in 2023, we organized the 'Policy and Values' Conference in Warsaw, during which we gathered all the key issues that our Association addresses. We subjected these issues to various aspects of panel discussions.

In the age of climate breakdown, external shocks, and threatening of democracies by authoritarian regimes, resilience is a word which seems to be on everyone’s lips. However, a question remains whether this is not mostly lip service? It is estimated that lungs, brains, and immune systems of 1 in 30 Europeans might be suffering from Long COVID. Yet, a “low hanging fruit” of long improving indoor air quality by proper ventilation of public buildings crucial for diminishing the number of reinfections, remains largely unaddressed. The same is true about protecting other key elements of resilience: critical natural capital (water, soil) and human capital (key resilience systems of public health and other social services). Hybrid conflicts are not contained in the framework of pure military aggression. Hybrid security requires policies which strengthen the resilience of all critical social systems responsible for resilience.
