Councils are not companies. Companies have to be externally audited. From memory, councils can have an audit department. If so, that's rather different from having the likes of KPMG in to sign off the accounts. (Not that external accounting hasn't had its less-than-auspicious moments).

The problem is that CT is seen by the law as a debt that overrides almost every other debt. So in effect you have no choice you either pay it voluntarily or the courts make an attachment to your earnings. So if you have any income, you simply have no choice.

That's why they go through your employer. It's a reliable route to bypass you. It's not a lawful route, but most employers will assume the council's BS is legit, and fold. You need to discuss with your employer first, and make sure they have your back, before you move to indefinately withhold CT.

They really had their systems optimised to extract the maximum from UK welfare. Receiving the benefits was a part of their entire understanding of 'working abroad'. We accompanied the group as they registered for free GP clinics. The driver was always to send money home. To improve the living standard for their family.

Said it for decades, the Public Sector answers to no one, 5 to do a 1 man job, pays over the odds for external services, even employs foreign owned businesses rather than our own British companies. Are the public sector back at work yet, 3 1/2 years on.

It isn't the first. Woking Council in Surrey declared themselves bankrupt and went under a few months ago and made the national news too. Same inept operations, policies and criminal bad management as Birmingham has now but, it will become a disease seen up and down the country, as time goes on.
