Peroneal tendionpathy is a term to describe irritation and/or degeneration of the peroneal (fibularis) tendons. These muscles are located on the outside compartment of the lower leg and common presents as pain on the back, outside aspect of the foot/ankle.
This condition is most commonly seen in runners (especially endurance), skiers and skaters. And is aggravated by movements such as calf raises, change of direction or walking on uneven surfaces.
Tendinopathy is an umbrella term describing tendon pain, loss of function and exercise intolerance. This happens when the load is greater than the capacity of the tendon. The main driver is mechanical overuse/overload, although there are other factors. Therefore, not only is rehabbing & strengthening the tendon needed, but also a temporary reduction in the activities and/or exercise that are irritating the tendon.

I can't even do the heel raise - I had this for two weeks can't walk and have to crawl to the bathroom as pain is dire in the mornings especially - seen two so-called experts but they seem clueless

If this is what you are dealing with, often times the tendon is too irritated to start with the wearing bearing exrecises. Try starting with the band version, then progressing after 2 weeks

I have pain low down where the tendons meet the bone on the outside of my foot just behind my little toe - is this likely to be peroneal tendonitis, or something else?

That is where the peroneal tendinopathy commonly presents, can't say for certain though

Absolutely, this condition is very common with that sport. Very important to try and reduce the dancing (frequency, duration or intensity) initially to let the tendon clam down. Then gradual rebuild
