Phil is a great character. He witnessed the betrayal of GTA’s first main antagonist, his sister died to the most powerful drug cartel in the city, his best friend was murdered at his old place, witnessed the rise of Vice City’s most powerful mobster, lost his arm, went on a journey to a new city and had new start, probably in the favour of providing for Mary Beth and Mary Jo, met Liberty City’s most likely most powerful mob boss and was involved partially in the feud between Claude and Catalina. One armed Phil, but never unarmed Phil.

Too bad he's a happy trigger war criminal and kinda racist but I guess everyone in GTA is some kind of asshole, especially in Vice City, can't think of any nice people from that game, and that includes Tommy, to be clear I'm not saying they're bad characters, just bad people, which only makes sense in a game like GTA where you're supposed to commit a bunch of crimes.

@@danilima6970 they didn't really give Phil his personality yet in GTA 3 as he was such a minor character in that game, I couldn't really describe him at all if all we got out of Phil was his GTA 3 appereance.

He started with Vice City Stories in 1984. Two years later, still in Vice City in 1986, lost an arm. Twelve years later, in 1998 in Liberty City, owns a gun shop in Staunton Island. Three years later, still in Liberty City in 2001, moved to the base area in Rockford.

Phil is a good man to Vic and Tommy, being a supporter to them in Vice City and Vice City stories. He is also a funny guy that sometimes gets drunk and do something that even risk his life(e.g. activate the boom shine when drunk and lost his arms)

It makes no sense, since he is the protagonist of Vice City Stories, which means you have to show the whole game. And in Vice City, he only appears for half a minute.

Maybe he served in Nicaragua after Vice city. Supplying the us and Central American counter revolutionary guerrillas with firepower. but he was too embarrassed to admit that he lost his arm in a boom shine incident in Vice city. And so went with the lost arm in Nicaragua story there. Also I’m sure that he did encounter Ray in his us army uniform serving his country arming the guerrillas. It makes sense that he’s been building a weapons business across the east coast. Liberty city and carcer city. Maybe wanted to expand into San Andreas but I’m sure that it went nowhere. and that Rays actions against spank pushers made him a dead man for the cia to hunt him down.
