As an American veteran- during military service- one thing each of us had to learn was an "understanding" of "hurry up and wait". The United States has tens of thousands of troops in the Philippines waiting to strike. Unfortunately for those Filipino serviceman they aren't aware of this protocol of hurry up and wait... I apologize on behalf of the United States military on their slow to act behavior in dealing with China. It frustrates me greatly that America is just sitting back and watching the drama because "nobody has been killed yet".
