I had the same issue. So the wand has an inner plastic part and this part was a bit inside. I had to push it down a but with a chopstick, until the black plastic part comes out and locks itself at the edge of the steel wand. Try it out and it may work.

@@serhatsertakan check out your silver steam wand. The black part fits in but should still have that top black ring not inside the silver piece. I hope that helps!
I pushed the black insert all the way out. And then pushed it so then it was slightly protruding. The frother then started frothing again. Thanks, Alex

I had a similar issue but the black plastic interior piece was properly in place. My issues was that the tiny airtake hole (tiny hole on the metal part of the frother with a black circle around it) was partially blocked. Cleaning that with a bristle brush solved my frothing issue.
OMG this fixed the issue I was having with the steam being too aggressive. The damn black plastic insert wasn't forward enough in the wand. I've been searching for weeks for a fix for this mysterious issue including calling Philips (who was absolutely no help). Just like Alex mentioned below I just needed to push the plastic insert a bit more forward until the small tabs 'locked' with the outer edge of the wand. Now I feel like a complete idiot.
