Photoshop Tutorial: Halftone Effect (Dotted Pattern Effect) 

Creating the halftone effect (or dotted pattern) in Photoshop is actually pretty easy.
1. Desaturate your image (Image - Adjustment - Desaturate)
2. Apply Filter - Pixelate - Color Halftone
3. Start with a radius of around 5 and all angles on 45
4. Settings depend on the resolution of your image so tweak it to your liking
