Why is "unless otherwise directed by any rules of the state government or by any general or special order of sub-divisional or district magistrate " missing in section 174?

We talk about independence of judiciary from executive. Why aren't we not keen enough to check whether that same independence is present within judiciary itself? Why is an interpretation of a particular provision by the supreme court be binding to all subordinate Courts in india to follow? We should understand that each judge whether in supreme Court or High Court has its own way of interpreting a provision. How can we say that a interpretation of a particular provision by a judge of the supreme Court is totally perfect to follow it by all the subordinate courts of india? When this system is being followed for years by subordinate courts in india, how can we blame the subordinate courts in india for non-application of mind by both judges and advocates. Why is this double stand? The binding principle would be apt for procedural aspects of law. Eg:- prescribing codified procedure to be followed by all the subordinate courts in india with regards to finishing off pending cases in courts etc.
