Post Office investigator 'bullied' sub-postmistress over accounting shortfall, inquiry hears

Sub-postmistress Jacqueline McDonald claimed she was “bullied” by Stephen Bradshaw during an interview over an alleged shortfall at her branch in Broughton, Lancashire after he accused her of telling him a “pack of lies”.
In the statement, she said: “Shortly after I had been audited and my post office was taken away from me, I read an article in a magazine which highlighted other people who have suffered or are about to suffer the same hell I was going through. I then got in touch with the writer of the article who then put me in touch with the JFSA (Justice for Subpostmasters Alliance).
“This was a very big surprise to me as I was led to believe by the investigator for the POL Stephen Bradshaw that I was the only one in this position and this has never happened before.”
Mr Bradshaw denied the allegations put to him, which included telling Mrs McDonald that she couldn't seek legal assistance. He said any issues with the IT system weren't reported 'from the top'.

This guy is completely tying himself up in knots. He confirms his faith in the integrity of the Horizon system, in spite of not being technically minded. I'm inclined to believe he told the sub postmistress that she was the only one. Especially as others he had dealt with reported the same thing. Embarassing that such an august British institution employed such poor quality people to undertake such a sensitive task.

Wow, that Bradshaw is a liar. From the evidence presented it shows there is a pattern of Bradshaw isolating people by making them feel they were the only ones being investigated and accused. His last sentence regarding the second person mention that 'she was the only one in the branch that this is happening to' conveniently neglects to include other persons from different post branches who were also being accused and interviewed. Slimy way to wiggle out of the answering the question directly and truthfully.

He probably started off as a 16 year old and worked his way up, within the organisation. Whether or not he has any formal qualifications (O levels, CSEs, etc) or certificates for on-job training is a question to ask.

Love to know how his bonus was paid per conviction? He must have known something was wrong when all these cases came to light, in fact anyone in their right minds would question it. Was it a case that the bonus was great. Now is the time to prosecute the post office management, Horizon, and all involved. The taxpayers should not foot the compensation fee. The compensation should come from those responsible, with dismissals, cut in pensions, healthcare etc and jail. Let’s see how they feel ?

If all the Post Office managerial and security employees are like this man Bradshaw, I wonder what they actually do as employees, Bradshaw apparently did nothing as it was all done by those on a higher pay grade than him. In my opinion, he is like a rat caught in a trap after behaving like a Gestapo officer. He deserves to be prosecuted and punished to the highest level the law of the land permits.

Where did Post Office get this man from HMP Walton, Liverpool? His idea of intimidating interviewing would not be acceptable in police interviews or in law. Why weren't these people allowed legal representation? This was an abuse of power and Human Rights. What an obnoxious piece of work he is!

This guy is the standard ''management plant' who was well rehearsed in what the result of the sham investigation was to be. Bradshaw tried to sidestep the responsibilities of his designated position as ''investigator' by claiming that the letter he signed extolling Fujitsu was written by lawyers. When did this bulling charlatan start thinking that lawyers had sufficient I.T., knowledge to make a meaningful appraisal of Fujitsu's sophisticated computer software programme? Bradshaw was/is one of the major conspirators in this crime of mammoth fraud which spawned an even greater human tragedy.

Stephen Bradshaw clearly played the role his bosses must have been so happy about perfectly...The tough, loyal, straight-talking, no nonsense, long-service to the Post Office Scouse bully boy hard man investigator whose investigtions always got a guilty result & conviction (even if those he was investigating were actually innocent...) & in return Little Scouse Steve got to work with barristers & criminal legal teams, & became so respected & influential with these ''educated types'' that he was able to make suggestions & influence their works to a point where they'd increase the severity of the prosecution charges to Horizon victims based on his oh-so wise & experienced advice... It seems the guy's a dangerous man when innocent people are about....

Wise & experienced advice - but totally uneducated in legal matters or correct procedures for investigations. Many large businesses have their own "security" and police themselves, even though none of their security staff are qualified in any legal capacity, nor allowed to use police powers of law and authority - but they run riot with the taste of power, flattening anyone in their way to get guilty results.

here was a similar scandal in Australia called Robodebt. People on Federal Govt. welfare were sent ' First & Final ' payment letters (on Govt. letterhead) stating that they owed thousands of dollars to the govt. due to alleged overpayments. In 99% of these cases, no such overpayments existed. Govt. personnel/whitsleblowers were silenced or sacked & several people took their own life, simply because senior public servants & ministers refused to admit that there were serious errors with the calculating software.

Small fry, only acting in the way he’s paid too. If the CPS and and a Chief Inspector told a PC that the suspect was guilty then the PC would be mad to assume the suspect was innocent. I’m not excusing his behaviour but let’s not focus on the foot soldiers and let’s get the senior staff who knew “all” the information

If the interview was a PACE interview was the "victim" of it given the right to have a lawyer present at no expense to her as legal aid is available without means test for PACE interviews. I bet this failure of an "investigator" failed to mention that to her.

I am not sure that this is applicable to PO interviews. I am aware that they can have a Federation Rep present, but that person is not able to provide verbal support and assistance to the individual under suspicion, which I do feel is wrong. Can someone substantiate this?

@@michaelhearn3052 It is in the same way as it is in DWP interviews and trading standards ones. These interviews are for evidence in the criminal courts and prison is a real possibility so free legal representation for the interview has to be offered. They should also give the person being interviewed a copy of the PACE codes of conduct which would have made this clear.

I've been telling my members for years no one else has access to their branch accounts.'_ ... _The next morning, Mr Rudkin wakes up at home with his wife and an auditor standing by his bed._ _He is told that their post office is £44,000 in deficit, which his wife is convicted over because she was running the site while Mr Rudkin was away on Federation business."_ So the person who was accidentally shown how Post Office figures could EASILY be changed, when everyone was told it simply was not possible, and it was a 'glitch', becomes an overnight victim of this 'glitch'.

Bradshaw clearly has a poor character, demonstrates extremely poor judgment and lacks any degree of professionalism. He must have known or been able to deduce from the sheer number of cases that something was wrong with the system. As a senior PO manager, he had a duty to suspend cases and firmly raise the problems with more senior management.
