Prof. Gowda is a former Member of Parliament, Rajya Sabha. He heads the Indian National Congress party’s Research Department. He has previously been Chair of the Centre for Public Policy at the Indian Institute of Management Bangalore. A PhD in Public Policy and Management from the Wharton School, University of Pennsylvania, he was John M. Olin Postdoctoral Fellow at the Law School (Boalt Hall) University of California, Berkeley (1990-91)

Kinda rich of a Congress spokesperson to point out uTurns in BJP legislative agendas without stating that this kind of negative politics is prevalent in every level of politics in India. The Congress, which is now out of power has engaged in the same u turns and disruptive tactics that the previous opposition used (BJP included). This culture was encouraged by Congress back in the 80 and 90s. They set the precedent, to neatly discount previous behaviour only makes this talk extremely disingenuous. Performative politics is rampant in India.
