Sheriff Freeman gives major main character energy, the man can one shot you with that shotgun meaning he doesn't take any shit even from the main character
The fact he doesn’t take crap from the player themselves probably says something like you should be a partner or bounty hunter with him and not some enemy cuz that shotguns probably killed many people and blasted many heads off.

Malloy actually goes beyond cheating his wife. In a certain moment while passing behind his office, you can hear discussion coming from the upper floor. If you stay and hear you quickly realize it's Sheriff Malloy and his lover, Moira Calthorpe. If you stay to hear she says she wants to breakup with him, then you hear someone being strangled and Moira never appears again. So yeah, Malloy literally killed his fucking lover. And if you kill and loot Malloy, you will get a letter of Moira saying she wanted to breakup because she was afraid their affair would become public. He's also corrupt and accepts bribes from a guy who steals livestock.
I wish the devs would have allowed the players to save his unique looking white hat. many lawmen have white hats but sadly you can't save them in your inventory.
Ya, always got vibes from him like he could take on anybody, as long as they were in his jurisdiction. He commands John Marston's respect which is not easy, especially since this is during John's assassin/gunslinger masquerading as a bounty hunter phase.
For some reason, Sheriff Freeman to me it feels like they wanted to get Keith David to voice him. Anyway, I love every single interaction we get with him in the story and the additional parts he gets in Online. He's so cool.
I dont know, he abuses power and he is just a wannabe tough guy who can barely shoot (reason why he haves a shotgun) Malloy is best,a lot of missions and dead eye kind of thing
My favorite Chiefs/Sheriffs are; Malloy, Freeman, Dunbar and Lambert. Lambert absolutely rocks that handlebar mustache and accent, he’s pretty nice and respectful when you interact with him. Dunbar has always come off to me as this very friendly old man with plenty of experience, he’s the only lawman character I really feel bad for killing whenever I start a shootout in Blackwater. Freeman is incredibly badass and intimidating. The way he preaches about “the law is king, the law is emperor” and constantly lecturing you and the settlers to follow the law is really something. I’ve seen people can him the government version of Dutch sometimes lol. But yeah, Freeman is pretty much the goat. Malloy is a really close favorite for me, being the sheriff of my favorite town in the game and how bad and forth he and Arthur come off is nothing short of fantastic. I love his grizzled look in the epilogue and just looking at him I can tell he’s been through and seen a lot.(not to mention his badass facial scars)
one thing i dislike abt gray is we never see him outside of story missions. And IK its so we dont do some bullshit method to kill him before the final missions in chapter 3, but you cant even use GUNS in Rhodes during chapter 3 anyways so why not just see him around with archibald trying his hardest to upkeep the law?
Its kinda easy to tell tho. LIke obviously Ambarino would be last since you're never really going to the grizzlies just out of curiosity. The only redeeming quality ABOUT the grizzlies is just that the white arabian spawns there and it's where American Venom mainly takes place. Then obv Lemoyne and New Hanover are gonna be fighting for 2nd and 1st. Then you can infer west elizabeth would be pretty low since blackwater is the only town keeping it alive because strawberry is lowkey kinda booty cheeks. Then you'd just have new austin chilling in the middle

My ranking from worst to best: 10. Sheriff Jones, Annesburg. I forgot Annesburg had a sheriff because a) he’s so basic, and b) I don’t go there unless I have to. To me he’s no different from any other random NPC. 9. Sheriff Palmer, Armadillo. We only see him for about 30 seconds before he talks about catching a train or a stagecoach (can’t remember which) then running off in the opposite direction. He’s a coward who apparently has no sense of direction. 8. Sheriff Hanley, Strawberry original. We only see him for 30 seconds before the prison break. He’s plain and boring but at least he’s not a deserter. He also gets a couple bonus points for calling Micah an idiot. 7. Sheriff Farley, Strawberry replacement. I was today years old when I realized he exists. He’s no different from any other NPC. 6. Chief Lambert, Saint Denis. He seems nice enough but I’ve had very little interactions with him. 5. Sheriff Gray, Rhodes original. He’s a drunken, incompetent oaf who clearly only got his position because of nepotism. But he’s important to the story so that’s why he’s not lower. Plus the scene where he dies is pretty cool. 4. Sheriff Thomas, Rhodes replacement. He’s definitely effective at his job and someone who’s not to be messed with. Plus he gives you extra money during the one bounty hunting mission. 3. Chief Dunbar, Blackwater. He’s a no-nonsense lawman who’s very effective at his job. I also love his comments about the bounties during the bounty hunting missions. He seems like a badass grandpa with a lot of stories to tell. 2. Sheriff Malloy, Valentine. I love his banter with Arthur and his snarky comments to and about the bounties. I also think the story of his not-so-hidden affair is interesting. 1. Sheriff Freeman, Tumbleweed. He is an absolute badass who upholds the law with an iron fist. He’s easily the most no-bullshit lawman in the game, and the random speeches he gives at all hours (regardless of if anyone is listening) are wild.

The marshal of Armadillo in the first RDR was so badass, to this day I'll still replay the missions with him. He was one of the few people that wasn't intimidated by Marston and didn't try to manipulate him. He just said things how they were, and told John he could either ride with him or stay out of his way. I always got the feeling that He could've soloed the whole Vand Der Linde gang, just like Landon Ricketts probably could've gunned down everyone except prime John (after taking lessons from Landon).

You should rank every region in the game, so like the bayou and Scarlett meadows in Lemoyne, The Heartlands and Roanoke for New Hanover, The West and east Grizzlies for Ambarino, Big Valley, Great Plains, and Tall Trees, or maybe make Great Plains and Tall Trees as one for West Elizabeth, and Finally The grazing countries and desert for New Austin. Just a thought.
Sheriff Jones doesn’t have a whole lot of character but he definitely nails this one line when turning in dead bounties: “Boy howdy, that one’s dead as a wagon wheel!”
When i stumbled into tumbleweed and met sherriff freeman i was impressed. He was really intimidating. And executing the del lobo was the cherry on top. I never caused any trouble while in his town. When he asked me if i will uphold the law in tumbleweed i didn't even think about diaagreeing with him. Also because john is 'supposed' to keep his name clean and be a good citizen. After all, he left the gang life behind.
In online the blackwater police chief shaves his mustache off every time you turn in a dead bounty but it this clip he doesn't have it i guess he had the mustache in online only
Palmer is the one to bring the del lobo to sheriff freeman when you first visit Tumbleweed i think it's just an reused character model cause his voice is diffrent
That's one thing I hate about this game. You can't bring criminals to the sheriffs around the world. Especially Freeman, he would be grateful for us to do so.

You forgot one thing. As far as I know Sheriff Freeman can one shot you with the shotgun. One of the only NPC that can one shot you no matter your health.
