Charles didn’t murder the poacher, it was self defense. You can see that the Poacher drew his gun first and was about to point it at him. Charles had a faster draw and reacted in time.

Bill should've been higher than Sadie, he led a gang for several years until he died in RDR1, he was with the Van der Linde gang for 6 years and, after leaving the army, he was a highway robber before he joined the gang as well. And Sadie had never really committed any major crimes until chapter 6, excluding killing enemy gang members. She was also completely innocent before the events of the game.

I feel like Javier could go S tier too, hes part of many missions in game and in Shady Belle you can find a wanted poster of him where he has a bounty of 1000usd. Comparing what kind of mass murder you have to do as arthur to get a 1k bounty i think he could go S tier

While Herr Strauss’ “criminal” tier is debatable, I would say he’s definitely “hardened.” As hardened as any of them. He saw every one of those persons before Arthur met them. He knew their circumstances. It never seems to occur to him that some form of mercy might be required for certain individuals in his ledger, his figures and his accounts. That is what’s most frightening about him, to my mind. Even most of the cold-blooded killers of the gang seem to have something of a conscience. Strauss is a lot like the Strange Man from the first game. Also “an accountant,” also an impressively hardened individual. The only really good thing I can say about Strauss is that he is loyal to the gang, even under torture.

Haven’t finished the video yet but guessing either Arthur or John since they are the only ones in the gang to have committed acts of terrorism (blowing up the bridge + sinking the Cuban warship in guarma).

Trewlany would be comparable to Lester, they don’t get their hands dirty but outright plan out heists. On another hand, Strauss’ business should be perfectly legal. Worse person doesn’t mean he’s a criminal, he should be in Swanson-tier. I don’t think he attacks anyone on the ferry heist.

He’s the loan shark, lends money cause he knows he’ll get more by sending a soldier, manipulates both the loaner and Arthur, convinces Arthur to beat or murder and bring the money… he’s a terrible evil and in court, being the brain of violent operations like this, the sentence is more severe then the one breaking the legs.

Abigail can tachnically be considered a criminal since she did kill a law enforcment agent. Also, I don't know if this is being pedantic or not, but the ones who don't actively participate in criminal behavior can still be considered criminals by aiding and abetting actual criminals. With the exception of Jack.

To be fair to Charles, he didn't kill that guy in the clip in "cold blood." The other guy threatened him and reached for his gun before Charles grabbed his shotgun. Charles was just quicker on the draw

I think Strauss should be upgraded to the B-tier, an accomplice to murder. Being an enabler to violence is bad enough, especially when the enabler outright encourages beatings. Strauss actually told Arthur to beat Thomas Downes, and he can actually tell him twice if Arthur hadn’t already done it up until a certain mission. Yes, Arthur was the one who did it, choosing to go through with it, but Strauss was the enabler, making him an accomplice not only to an assault, but a straight up murder as well. Plus, Strauss actually gets his hands dirty and attacks a guard during the boat robbery in Saint Denis as well.

Mary-Beth is routinely described as the most prolific pickpocket in the entire gang and she also breaks into houses to steal things. Strauss's lone sharking scheme is legal as is mentioned many times. Tilly murdered Anthony Foremans cousin, according to them in cold blood. She also helps rob a stage will Bill and Arthur. Lenny joined the gang because he murdered the guy who killed his father. If you read an newspaper article that Sean kept about his fathers death, it mentions that Sean went with his father on terrorist activities in Ireland prior to joining with the gang. Hes as hardened as anyone. Charles and Javier are both cold blooded killers. Im sorry I dont see what make them less than Marston or Bill. Hosea never shoots anyone. Hes a conman, not a gunfighter. Massacred Strawberry, carried out robberies, involved in shootouts etc, a bunch of violent crimes John, Bill, Lenny, Charles and Javier, robberies and murder throughout the game Sean didn't do much before he got popped, but still train robbery, shooting lawmen and I don't remember if it was Sean or Javier that robbed that shack where you got a double action revolver Sadie killed people Tilly was an acomplice in the Foreman massacre Hosea, while he wasn't involved in much violent crime (there's the attack on the Braithwaite manor, not sure if he did anything else violent) he was a fraud and a scammer, he stole that coach from a certain individual's cousin by marriage and was involved in planning stuff in the gang in general Trelawny built his life around scaming and fraud Straus lent money Dutch did everything. What Strauss did was entirely legal. He said it himself. Loaning to desperate people at high rates and giving them consequences if they didn’t pay it back was entirely ok at the time, just as it is now. The only difference is the consequences were more severe then.
