No - there has been extreme economic pressure on all classes since the beginning of the pandemic and the ensuing inflation. When poverty increases, crime increases, no matter who is in charge, and no matter what the penalty might be.
What taxpayer money was wasted? All of these officers were getting paid the same, regardless of what they were doing, whether arrested people or sitting at a desk.
I believe California is a total joke when it comes to attempting to prevent crime or punishing criminals. Seems there’s few, to nonexistent penalties and so it’s just getting worse.
