He doesn't even look Spanish, I think his character was inspired by a Mexican comedian of that time named Cantinflas because of the physical similarities, besides he clarifies that he's from Mexico through out the game, once when he's asked about his nationality by that guy who hates Cubans, once when he gets capture on Guarma, and he also mentions he's from Mexico multiple times in the camp.
