Milling out old 6-48 Scope Base holes to accommodate 8-40 screws. This is the process to repair scope holes that have been improperly drilled originally or have been stripped out. When this problem arises. You can ether weld up the rear holes if they are out of alignment, or go to a larger 8-40 hole.
Welding on the front receiver ring is not recommended because of the heat treatment and the possibility to alter that heat treatment. It can be done, but the receiver will need to be re-heat treated.
This is just one way to do it. There are a couple other methods but this is a common way to repair these.
